I see little choice when one has to face up to a government regime which can
leave you as a slightly greasy spot on the melted sand.
Maybe start a neighborhood cold war standoff with the government.

Nice - no logical reason. How about just the basics that someone unfamiliar
with the proper handling will end up doing something to set it off inadvertantly
in a well populated area?
Vehicles have a certain level of danger when
not handled properly. I'd like to think that's a very valid reason why there
are driving schools and you need to pass certain tests in order to acquire a
driver's license.
Can you imagine the knowledge and testing one would
have to go through in order to qualify for the safe handling of a nuclear device
let alone the ownership of one?
How's that for a sound logical
reason:
Lack of proper knowledge from which to properly assemble, store,
disassemble a nuclear device weighed against the risk factor of how much damage
it could cause if it went off accidently!
Of course "accidental" isn't
quite the right word when an explosive of any charge is mis-handled and goes
off.
