doomsday devices? %-}
But I suppose if you're going to negotiate toward the
middle, it does help to start out with a large asking bid.

Anyway, as I've previously noted, nuclear weapons are
already excluded from private ownership in the US by treaty.
According to constitutional scholars, treaties have equal
weight to the constitution. Although, I do have to wonder
if that scholarly "tie" would get broken if we had a prez
sign a treaty that affected freedom of speech.. Hmm..
As a practical matter, we don't have any individuals here in
the US that could afford nukes. Maybe if Gates and Ellison
pooled all of their money? :-/
North Korea has ground-tested a nuke, but has not yet
successfully demonstrated a delivery capability. I have to
admit, I personally don't know anyone less qualified than
Kim Jong-il to own one.. :-( (Not that I personally know
