It may be intended for developers, but the people who have created this have
decided to come up with a whole new set of jargon.
It's like the OpenShift people are saying, "Sorry, closed shop. You don't
understand our lingo, don't bother to come here."
I am used to the idea of creating a new vocabulary in the process of programming
- objects and functions need names that describe what they are and what they do.
But when no effort is made to fit the vocabulary choices with what those words
are already commonly used for, an unnecessary barrier is erected to learning the
intent and scope of the new material.
I think that is what the GP is alluding to - and I agree, MySQL and PHP do not,
to me, fit into any conceptual space that would easily fit the label 'gear'.
