The President, Congress, and Courts each limit what the other two can do.
When they are all out of wack, it's up to the voters to change Congress and the

It's "reins in" or "reined in" - as in rein in a horse (stop
or limit). Not "reign in" as in a king reigns (rules over a
country).

And, as the other Anonymous said, the US system is designed
for the 3 branches to be checks and balances on each other,
with the voters, every 2/4/6 years (House/President/Senate)
able to vote to keep or replace the politicians.
