inflated probability that they will some day be among the persecuting class.

You are presuming the legislation was "poorly worded" rather than
"intentionally vague". I doubt that. There are too many cases where
when laws are applied in unjust ways they are claimed to be "poorly
worded".
OTOH, it's also true that there is NO provision for debugging legislation in a
safe environment. So maybe there *are* that many unintentionally bad laws. But
you'll notice that they rarely get fixed when the "problems" show up.
So my suspicion is that they are vague on purpose, so that they can be enforced
one way for your friends, and another way against your enemies.
And this administration has proven itself to be as much an enemy of the people
as was Bush. Both were after massive increases in government power. Neither
reigned in any excesses of the previous administration. Neither asked for any
unjust legislation to be repealed. So why be surprised that they
"abuse" vague or "poorly written" laws. It's not abuse if
that's why it was written that way.
