Technology has not improved much

The two major physical factors in getting a payload to the moon and back are Isp
and ratio of fuel weight to payload weight.
These have hardly changed the physical and chemical properties of the fuel and
oxidiser combined with the expansion ratio of the nozzle are difficult to
improve on. The space shuttle used a much higher expansion ratio than the moon
shots but this is only improved the Isp by less than 10% . Reading the
publications of that era will give you a far better insight into the level of
technology available back then I can assure you the space race produced some of
the most innovative materials science you will ever see. It took until the late
90s before F1 used beryllium for its pistons, yet it could be found in 60's
spacecraft. I was subsequently banned from F1. Metal matrix composites and
whisker reinforcements were evaluated.

It's not that we don't know HOW to go to the moon right now,
it's that no one is willing to fund it. All the technology
has been known for decades, and we even have examples sitting
in museums. Of course, we can't build those any more -
because technology has advanced (you smartphone has more
brains than the computer on the Apollo capsule).

In the 1960's cold war/space race, the US was more than
willing to fund it.

Do you possibly think that radio tracking was invented after 1969?
Radio Amateur equipment of the time could easily pinpoint the transmissions from
the Moon.
If you don't know anything say so, don't try to invent the past.

How do you get around the problems the video mentioned in regards to faking the
video of the astronauts walking on the moon ?

Couldn't be tracked?

I suspect that more than a few WW2 U-boat commanders wished that transmissions
couldn't be tracked!
I was 11 in 1969 and had built myself a rather nicely effective parabolic radio
antenna which allowed me to track all sorts of space-craft (Wireless World used
to publish good things to listen to) I couldn't get the Moon landing though it
was too cloudy to aim at the Moon.
Jodrell Bank could happily distinguish whereabouts on the Moon a signal
originated, but my dish was smaller than theirs!
