I've seen some breakout of Microsoft's research expenditures
before. It seems to me that if you are spending money on
existing products, then you are doing product development.
If
you are working on something that is not tied to one
specific
product, then it MAY be research.
MS tends to call their product development "research", and
does very little actual research for products that don't
exist yet. Yet another artifact of Bill Gates' megalomania
and lack of experience, IMNSHO.

Its easy to explain - their R&D budget involves employing a lot of very
talented people in /dev/null roles. They merely have to keep them notworking at
MS to prevent them working for someone else.
Give them enough money and toys to play with and this works fine - really good
