As a Spaniard, I must say that here, on contract phones come
SIM locked, but you can request the carrier to send you the
unlock code, and prepay phones come locked, and you need to
recharge a certain amount before the carrier will send you
the unlock code. In both cases, the carriers will take their
sweet time before they send you the code, but it WILL
happen, because the law requires it. Of course, here we
don't have two competing techniologies (CDMA vs GSM) and all
carriers use the same spectrum bands, so all phones can work
on all carriers (unlike what I hear happens in the US, where
you have two GSM carriers, but they don't use the same bands
for 3g and 4g, and two DCMA carriers, that have even worse

funny cause if you require some id system to login and use
said service under your name then when you go over hte
minutes then it will and should still cost you
how does that change with being unlocked caus eyou'd still
require to login to there network and then THEY GO oh you
used to much and bill you as htey see fit
sorry thats just the most insane reply to this i can
understand
its like i get a mortgage on the house and they come and put
the locks on all the doors and i have to have an apple guy
let me in and out of the house all the time at my expense
cause they wont give me keys to my house
now also apply that to cars and other stuff...its just
ridiculous and only in tech associated to copyrights do you

In Canada, phones are often subsidized. For example, my carrier currently
offers an LG Optimus G 2600 for $24.99 on a 3 year plan. They claim you save
$625. However, the plans you get are much poorer than those you can get
separately from a subsidized phone.
