That conference was in the Netherlands, which counted as within Europe last I
checked. Not "within the EU", though, unless the conference was held
after November 1, 1993, the date when the EU was founded, but I guess that's not
really important here.

PJ, you know how to reach me, and if you need a verified copy of the original
conference article, I can probably get it at a very small cost from my
university library. I might even be able to track down a physical copy of the
proceedings, although that might incur a larger cost, and it would still only be
on loan.
