Maybe he is, maybe he isn't but the links don't prove anything.
"He was lead counsel ..." Presumably his firm was hired by the
committee against the state proposition. We have seen that
lawyers advocate for their clients regardless of personal
feelings. See MoFo, for example.
And what does the 695 initiative have to do with Microsoft v
Motorola?
"695 will harm the state economy..." This comment was not made by
Robart, but by an advocacy group. Following your link takes one
to a page containing a dead link to the source of these comments.
The Wayback Machine still has the site, though. No Robart quotes
there.
Patty Murray, Maria Cantwell. Maybe there's a connection, maybe

I-695 was about US$30 license fee for motor vehicles. Nothing about tech.
Nothing related to either Microsoft or Google there.
Both Patty Murray and Maria Cantwell represent Seattle. (Arguably, Puget
Sound), not the state of Washington.
Virtually every politician in Puget Sound tries to get campaign contributions
from Microsoft. (I've seen it argued that with a Microsoft Campaign
contribution, politicians have no hope of winning the election, regardless of
