Certification will be claiming to hold the manufacturer to a manufacturing
standard.
Whether it is actually being used for that, or to enable price fixing is

I agree that the certification process is what is fishy.
As far as the solar generation is concerned, it should be the electronics that
creates the AC voltage that matches the line supply and feeds back into the grid
when consumption is lower that solar generation that needs to be certified.
As part of the certification, obviously some conditions need to be handled, like
what supply side AC voltage range the system can cope with, the DC voltage &
current range the solar panels themselves can feed into the electronics, etc. To
have a blanket certification that bundles the solar panels with the converter
electronics is definitely a con that only serves to raise prices for these
