Umm, teaching people to not fall for social engineering seems like a remarkably
effective option.
It would be far more effective than most other initiatives for increacing

Either the author failed all his logic courses, or he's shilling for
"security technology" jobs. He compares security training to health
training, drivers training, etc. and completely abandons his premise: Companies
spending money on security training. Apparently he thinks users are idiots.
You don't have to be a computer expert in order to grasp the fundamentals of
basic computer security.
Of course companies needs to do this sort of training. Their employees are using
_their_ computers to conduct _their_ business on _their_ time. The first line of
defense is an educated user. What your employees learn at work is invaluable at
