Your allegory about the small farmer growing food, because he has water being
driven out of business by free food aid lacks a few details.
If the small farmer takes advantage of his/her water access to pump prices and
selectively sell produce to favored customers, then free aid may be a
necessity.
If the small farmer furthermore uses food as leverage to gain political favor
and have the free aid blocked, this farmer deserves to be run out of business.
