Been there, done that. I can select my topics, but it still geolocates me
in the SW Pacific (obviously not the OP) and gives local versions first
if they exist, even tho' I've selected [All editions]. I'm one of those
nutters who wants his news raw, not cooked. I can read a handful of
languages, and I prefer to see the news in its native language. I guess
I'm also not Google's target audience because I can find my own
English version of something I can't read in its native script.
Google's instructions for Custom Sections clearly indicate they
expect me to make a first choice of Region or Language.
If I select All, they filter so Local is on top. Sorry, wrong answer.

Right now Google is offering me, as requested, stories from Paris,
Tokyo, Islamabad, on the topics of my choice, but it is offering me
my local TV channel's version, with all the problems you discussed.
Which leads to another conundrum, how to find the way in to their
system with suggestions on how they should fix it ...
