You've never lived out West in the US, methinks.
So, let's consider this: what if everyone whose
land the water crosses decides to build a
pond on their land from the stream water, and
some decide that, living in a more or less arid
area, which the West is overall, they will
irrigate their crops with it and go into
business selling wheat or whatever and giving
water to their cows, and so as each one
does so, the water starts to get less and
less as it travels?
Let's say the result is that the town that
has people, living people, men and women and
children, now have no water to drink.
Now what? Some people are selfish enough
to do that. And laws are for selfish
people, to prevent them from harming others
just to suit their own needs. These days
that sounds antiquated, as selfishness
gets more and more entrenched. But that
is the original purpose, to block such
selfishness so that there is a fair
distribution of things everyone needs, like
water.
Don't post that this is "communism" please.
We are talking about water. People die
without it. There are actually people
nowadays who argue that there is no "right"
to water. I hope you are not that awful,
but you just didn't think about what to
do about not enough water for everyone.
Haven't you ever been through a drought and
had the authorities tell you that you
can't water your car or your lawn every day
but only every other week or whatever? That's
because watering your car isn't as important
as having water for firemen and babies, etc.
It's the same principle.
And if you don't think that's more important
than getting to do whatever you want with your
