What you fail to understand is that the 2.25% rate is a _starting_ point. The
only people that pay that rate are those that have both of the following
qualities;
* Zero negotiating skills;
* Too dumb to realize that the initial price is not the final price;
IOW, any company that was named as paying that rate, would be instantly
identified as a bunch of suckers who knew nothing about business, and

For Motorola NOT to open with 2.25% WOULD HAVE BEEN *DISCRIMINATORY* against all
the other companies that had been offered that as an opening offer and who then
proceeded to negotiate.
So Microsoft GOT a NON-DISCRIMINATORY offer, but instead of negotiating they
went running like a big cry-baby - either Microsoft is extremely stupid or or
