In the UK, most phones are available sim-free or subsidised. So you can make
your own choice.
That said, people often go for a contract with a subsidised phone. And as soon
as the contract is over they roll to a new subsidised phone. They can roll to a
cheap contract instead but rarely do. Of course, what the carriers hope is they
will forget to roll...
Even on pay-n-go you can get subsidised phones - you build up
"rewards" which can be swapped for an upgrade.
That said, I have a basic sim-free phone with a cheapo pay-n-go plan, because I
probably top up £10 every three or four months.
