For a complaint to have teeth - it must be made by a
Corporation.
Interesting conundrum Motorola/Google face.
If they
file a complaint - it could be viewed as a "they are saying you lie, obviously
you'd say they lie".
Additionally, even if the complaint has teeth and
can prove anti-competitive behavior on MS'/Apple's part, MS/Apple will quite
likely turn that into a PR (FUD) campaign against
Motorola/Google.
Additionally - for a Company attempting to stick to its
guns and compete in the Marketplace and avoid looking like they're getting
involved in mud slinging, Motorola/Google may likely feel reluctance to file
such a complaint.
Makes one wonder how many false complaints the EU
Anti-Competition must respond to before they take upon themselves to have the
thought "hey, maybe we should take a look at these entities filing the
complaints and the potential anti-competitive effects of these
complaints.
