I would think over a year of endless negative critiques from a broad
cross section, there is no doubt whatsoever as to the answer to the
question you pose.
From UI experts to tech bloggers who are normally supportive of
Microsoft, windows 8 has been widely condemned.
Being a product from Microsoft gives us yet one more reason to
condemn it, but they have at least well earned our hatred and eagerly
sought it.

Becasue it would not have been rammed down the customers throat.
And consequently people who do not like it would just not (have to) use it.
Simple as that.
But the company does not really seem to care about its customers when you would
compare the quality of its "products" to its profits.
The latter would be well spend getting out the bugs before "end of
life" (namely at the introduction) before pushing a new set of bugs to
replace it (ad nauseum).
