But it isn't needed to make national taxation work.
All it requires is for each national tax authority to act reasonably (yeah I
know, fat chance!). Essentially they should say that all business activity here
is taxed at x% and that tax paid to a relevant government is an allowable
expense. The company then only has to show that they have paid tax at y% already
and so are only liable for tax at x-y%.
The current practice is for a large multinational to claim to be based in a low
tax jurisdiction, but employ there staff where the work really needs to be done,
then do 0.01% of the work at their notional headquarters and walk away
laughing.
