The beeb is under an obligation to make content available to licence payers.
Some of their content is only licensed for said licence-payers to see.
I think they make as much content as they can free-for-all.
So that "British" thing you talk about is in some cases an external
constraint imposed upon the beeb. Of course, it may also be an internal thing
some of the time. Even in the UK, we often get bitten by that sort of thing -
some of our TV channels are "+1", ie a repeat of a different channel
one hour behind. Very useful in the event of a schedule clash, or you're out for
the evening, or you only realise something's on half an hour into the program.
But even then, it's not unusual for the channel to display a message "sorry
due to legal reasons we can't show this program" - they don't have the
right to repeat it.
