It's like economy: the "law" observed by empirical study of past
events becomes a mandatory goal to meet, or society runs into trouble because
there are expectations that need to be fulfilled, or else money that has been
invested is lost. So, in some sense, it is correct to say that the industry is
"able to keep up with the law", even though it is the other way
around: the speed of development right now and in the immediate future seems to
be fast enough for the previously observed trend to continue for at least some
time longer.
In economy, trend analysis often turns into a pure numbers game that has little
or no connection to reality. With Moore's "law", at least they are
trying to find out whether continued growth is plausible or not.
