Undoubtedly the genes are widespread *and* switched on. It's just that
'Round-Up' resistance among a population not exposed to 'Round-Up' doesn't
confer any particular survival advantage, so they are a sub-set of the existing
population.

Take, for example, an arbitrary species of life.
Among that species, there are a few members that are drought resistant, but have
no other trait that makes them more or less likely to survive than their
neighbors.

Until a drought actually occurs, these particular specimens will reproduce at
the same rate as their neighbors, and will maintain roughly the same proportion
of the local population.

Once a drought occurs, these specimens (and their descendents) will survive to
reproduce at a rate which *exceeds* their drought-weakened neighbors, and the
population will eventually consist of all (or almost all) drought-resistant
specimens.

The same process happens with weeds when 'Round-Up' is introduced into a
formerly 'Round-Up'-free environment.
