It was fraud. Politicians are entitled to expenses while in office if their
principal residence is more than 100 Km from Ottawa. Duffy represents Prince
Edward Island, which means he is supposed to live there. However, he was rarely
their and only owned a cottage. His neighbours rarely saw him and his driveway
wasn't cleared in the winter. Since he clearly didn't live there, it placed him
in conflict with the requirement you live in the area you represent. Then he
claim expenses on his Ottawa area home, as though he travelled their from PEI.
This is where the fraud begins. He was also double dipping in claiming expenses
for being in Ottawa, while out on the campaign trail and receiving expenses from
the Conservative party. Nigel Wright's payment to him to cover up those
fraudulent charges was illegal. Wright was Harper's chief of staff.
