I wonder if Monsanto could be found liable if European/Asian countries start
banning American wheat because of this.

GM rice was not approved because rice farmers blocked it.
Rice, like wheat, is a form of grass. There is a
considerable danger than GM genes could be transferred to
other forms of grass (e.g. grains). At that point, how do
you clean it up without using Roundup (TM) on the whole
planet?
The same concern arose with GM pine trees and GM salmon,
both raised in the wild, with very likely chances of escape.
Good scientific method would have had GM crops raised in
total isolation, in greenhouses with proper filtration
systems and stringent decontamination methods in place. But
the corporate desire for profit overruled that, and we have
an ecological disaster of unprecedented proportions on the
horizon now.
