As I understand it, the reactors weren't hit by the tsunami. It took out the
emergency power generators, which took over the load after the earthquake
interrupted the power network.

No, the water was not there when the primary containment ruptured, so it hjad no
effect on the radiation released.

Tsunami should have influenced design

The backup generator building was built to withstand 5 metre waves.
The tsunami that arrived was 10 metres. There was sufficient gelogical
evidence on site during construction of 30 metre waves during human
occupation times. Likely frequency during the plant lifetime will have
influenced design decisions.

There were reports at the time, undenied by Tepco, that key personell
fled the site after the earthquake, before the tsunami, frightened by the
water and steam escaping from broken pipes. The path to meltdown may
well have been entered before the tsunami made it inevitable.

Management offices at the site were on a knoll well above tsunami level,
but within easy reach of backup cables, indicating priorities for the company.
