There is resisting arrest and "resisting arrest."
In recent years, especially with the rise of cell phone, dashboard and
surveillance cameras, there has been an increase in the number of instances in
which there have been beatings or killings by police officers that have been
recorded.
Sometimes when the details are examined the beatings and killings have been
ruled to be justified and proper. Sometimes the beatings and killings have been
ruled to be unjustified and improper.
It is my impression that in a great many of the cases where the person beaten
survives, he or she is charged with resisting arrest or assault on a police
officer. When the beating is later deemed unjustified, the charges will
sometimes be dropped.
A quick search on CNN brings up this example, among others, of questionable
charges of resisting arrest:
