Only on a non-windwos box will that be true - don't forget that a lot of IE is
so entwined with the OS that it is no doubt running and doing something whether
you want it to or not.

So for MS to claim that IE uses less power than other browsers was probably
calculated by comparing power usage before and after (a) starting up the GUI to
IE (as the rest of it is already running and using power) and (b) starting up
the /complete/ other browser.

It would not surprise me that all the separate components of other browsers are
all more efficient than all the separate components of IE.

It's the difference between having an old CRT TV on standby and one completely
switched off: the change in power of the one on standby is less than the one
just switched on, ergo it is more efficient (and uses less power) to have the TV
on standby all the time when you watch something than to switch one on
completely; this, of course, totally ignores the power consumed whilst on
standby (which is most likely what MS has done with IE).
