Microsoft uses ip addresses to determine the country the device is in.
From a players perspective, are there any countries that you can't play PS4

Yes. It's flat out illegal!
If MS only ship it to certain countries, then I don't think there's anything the
EU can do. But if I live in a country that isn't on the list, and I order from a
country that is, then any attempt to hinder that order will get MS into a
boat-load of trouble.
And if my console, in the "wrong" country, phones home and gets
disabled, well that boatload has just turned into a fleetload of trouble ...
I don't know how things would pan out in the US if MS decided it wa going to
ship to certain states and not others, but I guess that would not be a wise
move. It's even LESS wise to pull that stunt in the EU.
