Hard to read if you see only the changes.
Not defending this kind of spying. But to avoid arriving
completely at Orwell 1984, if they have to, they should at
least
- protect the acquired data on the same level as the state
protects it's secret classified data. Perhaps a little
better after wikileaks...
- make the use of the data illegal for any other purpose
than fighting some kinds of very serious crimes. Never use
it for a misbehavior. Never use it in a way that would limit
freedom of speech. Someone may need to not have it's real
opinion connected to his real identity, perhaps his jobs
don't allow it.
- Data must be destroyed after use.
- If they spy on people from other democratic country's,
work with the secret services of those country's, there
