Personally, I am more likely that this was a PR ploy to get
free advertisement. Everyone spoke about the X-Box One (I
give it another name that the profanity filter would block),
speaking on how much of an invasion of privacy it was, and
now they will talk again on it, with a "They listened, now
it no longer needs to be online". It still is more expensive
than the PS4, it still features an always on camera, that
even if it is officially used only for legitimate purposes,
given who it comes from, will be compromised rather soon,
and it still packs less horsepower than the PS4 (both
consoles use similar AMD-produced chips, but the one on the
XB1 has, IIRC, less GPU cores and is clocked at a lesser
speed).
Mind you, The alternative comes from Sony, of Rootkit and
Geohot trial fame. I'm not buying either.
