>Such as plain digital text and text-to-speech software?

Ever used a screen reader?
If not, welcome to the world of "is land" being read instead of
"island", or
the "keogh" of "keogh plan" and "cough" are
pronounced the same way.,
or using the same pronunciation for both "fine" qua good, and
"fine" qua
end;

Listening to text-to-speech generated audio, is roughly the same as
listening to somebody drone on and on about nothing, with no changes in
diction, pace, tone, or emphasis.

>high cost of braille paper is because it's rarely used compared with
other papers.

The difference between standard office paper and Braille paper:
Size: 8 1/2x11 versus 11x11 inches;
Weight: 20 # versus 100#;

Compared to other paper of that size, or of that weight, it is
competitively priced. Increasing the market won't substantially lower
the cost of the paper.
