The question is a reflection on the author's estimation of government morals,
not the author's own. It certainly wouldn't be the first time a politician or
party said one thing for public consumption and another behind closed doors.
Taking anything the security services say at face value is even harder as
disinformation is an explicit part of their remit.

In this case it has been suggested that the security services in several
European countries are more aware of, and involved in, data sharing with the NSA
than their governments have admitted. It's an open question whether this is the
case and, if so, whether those in government are aware of it.
