1. The stock market is currently a playground for speculation and scamming.
"Long term" in todays market means two weeks, "short term"
means hours, and stocks are routinely moving in computer authorized trades in
less than a second. Using the current stock market as a metric of a company's
future prospects and health is probably not recommended.

2. The cloud is still largely undefined and not ready for prime time. One of
the larger issues still unresolved is security/privacy. Another is protocols
and interoperability. These are not areas where Microsoft's involvement is
likely to be helpful.

Any current appearance in the current market of an interest in Microsoft Cloud,
is most likely the day traders adjusting their float for the Oracle/Microsoft
press release.

The same one-liner that MS has played ever since Win95+.

Runs like: 'Yes, we know, our current product is horrible,
but the next one will be magic'.

And that one line is used recursively, at each moment.

MS decline irreversible?

It's the cloud where Microsoft's growth is expected to be.
The cloud runs on Linux. Microsoft may experience some growth. However Microsoft will never play a major role. Even if Microsoft offers Linux, who is going to take them seriously? That's like if the Rat Poison store suddenly branched out into also selling children's cereal. It might even be FDA inspected, and totally safe, but really?

A different but also valid comparison would be if GM started offering parts for Ford automobiles. Or if foxes offered to guard the hen house.
