The US will claim that it has not obstructed Snowden's attempts to seek
asylum. Aircraft diversion will be plausibly denied, somebody else did it.
Diplomatic pressure on potential asylums will require additional leaks
to prove. In the meantime the US will try to cram all possible US
crimes into the extradition treaties it may have with any country
Snowden goes near.
Snowden cannot be a whistleblower. People who have access to the
data he accessed are prohibited by the 1917 Espionage Act from
carrying whistles ...

From what I have read Snowden has revealed information about NSA spying on
foreigners on foreign soil (NSA hacking of Chinese computers). This is the
NSA's real job.
While revealing NSA spying on US Citizens would potentially be protected under
the whistle blower laws,his revelations on foreign operations of the NSA are
not.
His status as a whistle blower on the domestic spying issue does not preclude
separate legitimate espionage charges for the foreign surveillance revelations.[ Reply to This | Parent | # ]

The problem is that there are so many laws that they cannot
all be enforced. So even with an honest, ethical
administration, you will have selective enforcement of the
laws.
When Congress is forced to fund enforcement of every law
that they pass, then there will be a change. Probably a
drastic change, as people realize just how tightly the
government is trying to control them.
Laws are enacted to address a problem, except they never
address the real problem, and they end up affecting almost
everybody BUT the ones who caused the problem in the first
place.
